This a proposal for a solution to the Hong Kong predicted sea level rise: Massive mobile structures, with internal  intelligence system roam the sea  collecting waste as input and transforming it to a resource for Hong Kong the city they serve Various float labs also interconnect with each other to form larger ‘FLOATLAB CLUSTERS’ when needed, and disperse when the concentrated power is no longer necessary Individual float labs are also mobile on their own export and, to move wherever their need dictates. The new floating structures will form a new city platform for the city inhabitants to use in both old and new immerging and integrated waste to recourse program.
